I want to simulate the fire suppression by water. It is possible to do so with openfoam? Does the code have a suppression soubroutine?

Not without some effort.

You can probably simulate water falling on something (a fire) with standard interFoam but if you want to find out anything more you'd have to code the energy transfer between water and 'fire'.
