I use ICEM to generate an unstructured mesh with a maximum expansion rate of 16. I want to reduce the mesh expansion rate to 10, but I don't know how to do it.

Generating good quality meshes is a skill which requires practise. There is no simple steps to improve any mesh. ICEM has a wide range of options so the user can use the one suitable for their application. So try out all the available options and see what works in your case. Also read the ICEM documentation and tutorials.
